Below is a table showing states that have enacted laws prohibiting the use of cell phones and/or other wireless devices while driving. If a law is labeled "primary" it means that a police officer can make a traffic stop upon observing the driver using the device. If it is labeled "secondary" it means that an officer has to have another reason for the stop, like speeding, but once the stop is made, and the behavior is observed, then the officer can issue the citation for the behavior.
